“You don’t understand what’s being said”

This comes up whenever I talk to the sea creatures, Pandazen & King Tan.

Is this a known issue or a WIP for storylines?

I think it's still a Work in Progress. They'll be revamping the merfolk story lines which will likely give us the ability to understand the underwater creatures that roam the reef. Deep Forest is much like that...so we won't really get to speak to the monkeys and King Louie just yet.
