I bought and used my resources to buy the mill for my farm. I placed it down but it hasn't been built for a couple of days and the outline of the building wasn't placed either. However, it did deduct my coins and resources.. is this because I placed it outside of the square of my farm - on the grassy area?

Yes. All buildings have to be on the farm area. You can put decorations outside of it but not buildings.
