[Possible spoiler] How often do the diving checkpoints unlock?

Feel like I have explored enough for the second (since the first is wayyy back at this point). Is there something I need to interact with? Otherwise I'll just keep moving my anchor so it's near the activation sites I'm clearing

after you activate all the orbs of that area, the diving waypoint of that area would be unlocked.
