When I try to enchant my fishing rod it won’t allow me to add the enchantment into the slot. The notice that says to click the enchant slot stays in the way of the slot. I’m only able to hold X to remove and I have no enchantments on the rod.

it’s because fishing rod and bug net can’t be enchanted. i know some people had moments where they could put their fishing rod/bug net into the enchantment thingy but it shouldn’t be happening. so it’s some kind of bug i guess. but yeah, no enchantment for the fishing rod/bug net :)
