Once you use a save with NG+ then it’s now a 1.0 save. If you have any other saves from EA you can use that otherwise you are starting from scratch.
Unless you saved a copy somewhere on your PC then you can use that.

Yes, tried talking to every giant but still nothing... But I got the quest for gathering materials for one of the giants to look like a human.

Yeah there are already a few reports on this but we haven't gotten any replies from the devs, that's why I'm thinking if I could just start a new save with New Game plus

I don't remember where I've seen this, but apparently it was bugged and they disabled it

I can only guess here, but would assume it's a fully new game. When you start NG+, you do it by continuing the old savefile, not by starting a new game if I remember correctly? And when you continue now, you actually continue your normal game, so it would be weird if you could start a NG+.
As someone who also has the architect-desk-bug, I can only say that I hope they fix that soon...

Update: I tried copying the 'new save' file before I started playing after the full release, it's a new game with the new game+ mode!
