#Can't continue underwater - is this a bug?

I am honestly unsure if this is a bug or not, but I did not get a message or quest to go anywhere - should I not be able to continue with the cleaning of the ocean? Because the black vines don't move at all :/

I'm not sure at the moment, but you are shown that you are still missing 4 solar orbs in the area. I think that the black root disappears when you have all the solar orbs from an area. There are also maps in which the positions of the solar orbs are displayed. In my ocean map, the positions of the solar orb statues were displayed. This allowed me to narrow down the area where the solar orbs would be hidden under the trash. But I only got this feature later. At least I didn't notice it at the beginning
