You can buy batteries during the Summer beach cleanup festival, or if you gain enough diving skill you can craft Solar Panels to make batteries. Other method, if you raise town rank to B, Ling will begin selling batteries
Eh, was it diving skill or farming skill, i kind of forgot. Currently my game's not open yet, but you can definitely craft one
