With the skills "10% Chance for crops to grow faster" and "25% chance for watered crops to stay watered", are they per crops or for all crop at once? If it is per crop for growing faster I think it should be for all crops as the randomness of it would just frustrate me more than anything tbh.

Yep don't pick 10 % chance of crops to grow faster if you want them all to be ready at the same time.
