For context, yes my house is level 3 with a barren spousal room and everything, yes, I have seen all of the cutscene leading up to the 10 cutscene in the beach. If you ask me to check again, I will tell you again, I saw from 1-8. Unless there is a hidden cutscene to get as a nine, or there is a specific season for it
let me know. I tried going to the beach from 12-4 but nope, no cutscene

This seems to be a bug a lot of us are having. The cutscene requires a letter to trigger and a bunch of folks (myself included) just aren't ever getting that letter. I've stopped playing personally until it's fixed.
