So, I got an ote saying to meet someone at the beach west of the diving spot at 6 pm. I got there late and I missed what I think is an heart event. Is it lost forever? Can I repeat it?

You should be able to trigger it any sunny day between 6 and 9pm. :>

You will keep getting the mail telling you to meet up until you trigger the event.

I just completed this quest after 10 mailings of trying to get this done. Each time I would show up at 6pm and the quest would not trigger. It is now winter with snow and has triggered/completed. Know that you can not loose this quest. Just have patience with it.
