I caught a couple legendary fish with the gold fishing rod so It’s possible

Silver already covers most if not all legendaries, gold just makes them reasonably difficult. Osmium is a bit overkill on most cases, more of a late game QoL thing.

Make sure if you have the tension fishing talent, and looking up some fishing tips. If you’re still struggling with that on gold, nothing’s wrong with waiting till osmium to try again.

I caught Yellow Moray Eel and Raja Ampat Shark using Silver Fishing Rod, and you are able to caught all type of fish using Gold Fishing Rod, it makes fishing legendary less difficult. Use Osmium to caught them easily.
