I've completed the questline (I think?), I have my tail, I've cleared the oceans of trash but for whatever reason the majority of the mermaids won't speak to me. I can only speak the the queen, king, and oracle lady. I'm also not allowed to enter most buildings.
Am I missing something?

They speak random phrases, this has been happening since the early access, but after completing the quest, they don't say anything else.
