I am having issues getting Yuri's heart scenes to trigger. She sent me a letter in the mail to meet her on the beach, but she never showed. When I checked the journal the letter is not longer there so I think it bugged out. Long question short, is there a way to break up to try someone new if Yuri Is bugged?

There is no break-up mechanic in the game. You can date every single eligible NPC in the game (Starlet Town only, not Merfolk Kingdom). So you can just skip Yuri for now and start working on getting to 8 hearts with someone else, give them a locket after viewing all their hearts, then get the final two hearts, and propose after seeing their final set of heart events. The pinned post in this channel will help you with a relationship guide if you need one.
One thing to keep in mind is that you will get letters to "do this or that" regardless of you viewing any of their heart events, the KEY is that you must view ALL of their heart events to trigger them. So if you missed say Heart Event 5, you won't be able to do anything after that, no matter if you got a letter or not. The checklist is a great way to keep track of things.
