Just updated to release v1-147 and got a heart event with Jim skipping rocks by the dock. He dropped a photo and there was a prompt to return the photo to him, but I can't seem to give the item as a gift to Jim. Is this a bug? Am I supposed to talk to him again in a specific location? Any ideas?

I did not have any issue. I found him in the beach shack right after and gave it to him. Hope it gets fixed for you!

bumping this up as i had the same issue, gave up and shoved the picture in a chest since it never gave me an option to return it to him.. im assuming if you dont do it on the same day, you're kinda screwed....
