It doesn't require you to have all the components you need in your pocket to craft something!!? I mean when I tried to craft a flower bouquet I just held 2 flowers in my inventory and 3 in the storage, but I still can craft that bouquet even though I'm far away from the stores that hold the rest of the required components !!
Is it a bug that should report !?

It's not a bug, you can enable/disable global crafting from chests.
If you want a chest to keep stuff that won't be used in crafting, disable global crafting for that chest.
However, building stuff will still require you to have all the materials in your inventory when you go to, say, the carpenter.
