Russian language was promised in the Kickstarter because at the time the game did not have a publisher. Humble came on as a publisher long after the Kickstarter was over, and localization is entirely dependant on their decisions.

There was no deception, things just changed based on the fact that there is a different company in charge of language localization.

Like I said, nothing is confirmed yet, this is something the team needs to work out with their publisher. Please be patient with this.
