I saw the trailer for the 1.0 release and noticed the inclusion of dating/marriage and children but based on your roadmap this is planned for 2024. Will there be any type of romance interaction included in 1.0 come November or do we have to wait until sometime in 2024?

The way I read it marriage and kids is coming in 1.0, kids growing up and merfolk romance is 2024

Yeah! Marriage/having kids is in the 1.0 release, which would of course include romance before all that, but for the 2024 roadmap merfolk romance is planned & the "hangout/dating" mechanics is presumably thought to be for after marriage, like married dates and whatnot - not the before dating
