Im having trouble getting some of the plants and bugs that are meant for the offerings, currently in my first winter and a week in-game in, and some of these flowers and bugs haven't popped up, are they located in certain places or just at random do they come up?

Tea leaf you can grow from wild seeds. The foraged ones (purple kale, sprouts, rose hip) can be found in most areas - especially the forest and vineyard. The snowdrops are an issue if you aren’t rank C. However, they do grow in Spring too, so even if you get to rank c at the end of the season you can still buy them and plant them. You also get 8 snowdrop seeds from the museum for (I think) 140 or 160ish offerings.
As for the bugs, which one are you after? The rove is the hardest to get. Easiest way is drop a few traps at the vineyard, hot spring, and garden lane.
