Please, I need help! I completed 17/20 coral sites, however I can't find which ones I'm missing. I see the turtle but I don't understand what she is saying, I'm not able to enter the cave (Se Pulu) and the passages to the other areas are blocked. Please help me!

The turtles are unrelated to progression - they do not block your progress.
The cave will not open until later in the questline.
Your missing beacons are the ones to the east/right of the cave, the grey trio on the right in your second image. If you've already done all 17 others, you should be able to get to them?

That way shouldn’t be blocked, so should get to them fine.
