Hihi! I have unlocked every other orb and this one is the only one to be missing I’ve cleared the entire section and was wondering if I had to talk to a fish or something for it to appear?

Hihi! I have unlocked every other orb and this one is the only one to be missing...
No orb is gained via talking to sea creatures (and even if it were, we can't talk to them in game right now anyways).
The only advice that I can give you is to keep searching. A lot of the orbs show up further away than you might think, or are hidden by the in-game set dressing, but all of them can be found. If you've already cleared all of the trash, some people find it helpful to wait a little while for the trash to respawn (so more than a couple of days).
