I finished the quest , but not received the suit , did not come into the mail? I did have other problems, but not concerned a this time only needing Ling's diving suit, so I can continue, can I get help with that?

I don’t think you can, I guess the only way if it’s already happened would be to retrieve a a backup save

But like. If you've gotten the cutscene where Ling talks to you after you're coming out of the water. You will be getting the diving suit 2.0

I did get the cut scene.. but no suit, I was shocked when watching on youtube that there was mail and my suit would be there..

I thought iwas wearing it this whole time, but still couldn't talk to the sea animals

Because you cannot talk to the sea animals at all; the suit doesn't have anything to do with it

All you need the suit for is to be able to enter the merfolk kingdom and reach depths of 30+
