new year festival, without jim?

Hi everyone, i'm in the festival right now and i cant seem to find Jim, i walked the area a few times and also did the game already.. is he just not present? :(

I happened to record my new year's festival -Prior to starting the event, Jim was at Fishenships playing pool around 930pm. Looking at my playback, I can confirm Jim was not present. Maybe not all islanders go to every event/festival?
