I have finished the goddess offerings for the greenhouse. Is there any time that all seasons' seeds appear at the store to purchase?

Sam only offers in season crops (but at rank C when you unlock fruit trees, all 7 saplings for fruit trees are available year round)

Concerned monkey does also sell seeds, theses unlock through different ways as you play, and the set seeds at that shop are available year round once unlocked, so certain ones available off season

Yea i wish the online shopping can let you buy seed in any season but sadly it doesnt work like that hope they will add it in the future
