#house upgrade and new rooms

Can you decorate the 3 rooms on the final house upgrade? I can go in but I can't decorate any of them.

The 3 rooms are linked to marriage and children so although they are built you can’t do anything with them. You can only decorate the landing at the top of the stairs.
