Silver quality Koi

Is there a certain rod or bait I have to use to get the silver quality? I can't figure this out and it's driving me crazy!

As you heal the ocean the fish quality will increase, there’s also fish quality perk but it has a low activation rate

I think koi are medium fish if you want to try using that bait
