I thought I had the diving suit 2.0 and was able to talk to animals... yet I guess I don't.. So how do I get the diving suit 2.0? unless my game was glitched... as I thought i could understand the animals and the merfolks... but when I talk to Ling she doesn't say anything nor is there any ocean quests for me to do...

It is the same for beta and main branch. Clear the bronze kelp area and get the cutscene, Ling will meet you at the dock right after you exit diving after the cutscene. She’ll then meet you in the morning on your farm a few days later to let you know the new suit is available. If you’re not sure whether you have it or not, check your journal. All specials are listed and there should be a second diving suit.

I went through the cutscene where Ling shows up at your farm in the morning and is supposed to give you the second diving suit, but no second suit is showing up in my journal under specials.
