#Eight-Armed Starfish

I've been hunting for the Eight-Armed Starfish for a few calendar weeks in game but cannot seem to find it. Some google searches say it's in the 20 meter Herding area and other searches say it's found in 10 meter areas. Has anyone got any more information?
