I've been trying to fish with the beginner rod but I've noticed most of the time a fish bites they would struggle then the fishing bar would not fill up, even though the line is getting tension. This a bug or do I just need a better fishing rod?

Some of the harder fish it takes time for the bar to fill up, I can snag some video of needed.

I personally at almost 650 hours don’t fish now till I have master rod because it makes that much of a difference to me

Some fish are impossible with starter now, used to be able to catch basically everything. I think it’s because they are getting ready to add some improvements to fishing rod the way they did with net before introducing traps.

Should add, that sometimes the meter doesn't move at all

I think that's the mechanics, because I used to fish with the regular rod all the time and some fish are difficult to catch (took a while until the meter moved).

Some it takes time and will fall back down as the fish struggles

I've just started aswell and have the first fishing rod, so far I'm not having issues what I do is when they struggle i spam the reel in button then when they're exhausted hold it, always keeping in mind the rod stretching line, it takes time and patience with the first rod at the start, I'm guessing it will be easier with new rods, whenever i discover how to get new ones

You can get upgraded fishing pole and bug net at the beach shack (place where you got the starter one from the cutscene)

It gets much much much easier as you get better ones. I advise saving up for master rod and net and just skipping the rest.
