#I've been stuck on ranching level 9 for a few seasons now. Is this normal?

I've been doing my daily ranching, feeding them, milking them, shearing them, etc. I even bought a new duck just to see if I can climb the ranks. I'm still stuck on level 9. Is this normal? Or is it a bug?
