Is this area unlock-able yet?

Yes if you finished hmm 12 or 14 sesajen, you will unlock an access to go there, there’ll be stairs beside monkey’s cabin. It’s same location with that in the picture (but currently you can’t do anything with that rocks blocking the bridge). Cmiiw
