Missing oysters?

I've spent several real life hours trying to find any Eastern Oysters but can't find any. Does anyone know if they are still in the game or where to find them?

they can spawn anywhere in the silver kelp diving areas, theyre just a rare ocean scavenge is all afaik

Is there more than one place where silver kelp spawns? I can only find it in the open section at the bottom of the stairs by the cave.
