is that fish that rare or am i unlucky ? i fished at the ocean beach and docks with a osmiumpole and middlebait and the right time and weather but this thing just wont bite

Bait could be part of issue, yellow fin tuna says Large from what I just checked so medium bait wouldn’t work for that
But it is a rare fish regardless
