I have completed the earth cavern and some of the water one but have yet to get the invitation letter for the BOS, how do i unlock this so i can progress the game more?

Earth lvl 10 is the trigger to have Kira send you mail
Accepting the mail triggers the quest
Then after quest done go to Kira’s house
