Ocean quest in 0.4

Is the 'Find a way to open the gate' part of the Explore the Ocean quest doable in 0.4 or is that still WIP?

So they updated the phrase for the quest line but there is no physical new content added? Not mad at devs, just curious if it's worth trying to pursue yet.

quest has active part of the silver kelp area progress now with the changes they made

Where should I be going if I had gone through every available area even before the invisible walls? I have activated, again, the cutscene with merfolk but beyond that it not sure what's new?
