Fishing: Sometimes, I wait forever but never get a bite?

I don't know if this is a bug. Sometimes, I cast a fishing line, but I never get a bite. I can sit there for almost 20 seconds of real time and nothing happens at all until I cancel and recast the line.

Has anyone else had this? Is it supposed to happen?

I guess I haven't timed it but there's been times where it does feel a bit long if I'm not using bait
