So I starting playing when the game was released and did the first missions then which included meeting Ling at the diving area and I went diving once. The game didn't capture my interest so I moved on, but I just started playing again and am at the end of year 1. They told about me about the kelp and the extractor but never gave me the recipe to make it and the mission still shows to meet her at the diving spot. Is this now a lost cause? I would hate to start all over again with all the progress I made.

If the quest cutscene at pier didn’t trigger & that is still the prompt you have you will have to restart - you won’t be able to go deeper in the ocean (you’ll be forever stuck in the bronze kelp area) & bc that pier cutscene is needed to also kick in the sequence trigger for you to get the extractor - you also can’t do any lab upgrades bc you can’t make kelp extract (which is also needed for some other things now too)
So yes - you’ll definitely need to restart as that file is blocked from main story progress
