We're not very sure because so far it seems to be RNG.
However, quality catch perk should help? As a rule get a better fishing pole to make it easier to catch more, and to make it easier to catch harder fish
(If this is about koi/sardine, it's basically "catch as many as possible and pray")

It's random tbh, i caught silver sardine using quality rod with cast 1 not 5. Didn't use any bait/buff
