The best location I have found for them is garden lane - specifically, as you leave your farm heading to town, turn down the first path on the side of the river (not the side that has Millie and Yuri's house - but the one on the other side). Night time - after 20:00 - Fall and Winter. It really helps with them to have the ground bug scent B used and to have the highest quality net (the one that you can purchase for 12k after getting to catching level 5).
