I'm trying to catch a Silver Arowana for the shrine, and it says you can find them in the cave waters, but whenever I cast my rod- it won't let me fish in the caves!

I can fish at the "lobby" area of the mines, but not in the mines themselves. Where else can I find this fish?

Try level 20 of each cave

I got it in the Earth mine, one of the levels with water - I think level 20.
