Festivals function differently in game - you need to be at the festival location (check the map on the day of festival to see where to go) & then anytime during the festivals time you can go & interact with a festival balloon marker thingy which starts the festival

I was having the exact same issue, I just assumed it wasn't fully implemented yet??

There are festivals not in game but the ones that are (currently one per season) you should get a letter before or pop up notice day of saying it’s a festival day

Oh, I got the letter and I could go to the festival, but activities or scenes never began no matter how many people I spoke to and never got prompts to continue

Yes that’s because as I initially wrote, in this game festivals don’t automatically start when you go to their location at the listed time (bc of no loading screens between map locations in this instance) so you have to start/activate the festival via their activation balloon - which will be at the location of the festival, as seen on game map, and they can be started anytime during the listed festival time frame
