Farming, Ranching, Foraging, and Mining all let me max out at 5 levels in Tier I. However, Catching, Diving, and Fishing only allow the first 3 levels in Tier 1 to be unlocked. I have 2 skill points I can use in each of them, but the remaining Tier I skills are locked and cannot be unlocked with my skill points. Is that correct? I had seen several posts about maxing out to level 5 the catching and fishing skills, but I cannot do that. See image, sorry it's blurry.
