I'm in spring right now trying to catch catfish for the shrine, but I haven't come across any so far despite fishing at the recommended spots. Anyone know where and how to find them? Is it the wrong season maybe?

Honestly the best way that I found catfish was through trash cans. ALSO once your town rank is high enough, the beach shack actually will sell you a catfish, for a cheap price, that you can use as if you caught it yourself.

Seconding Beach Shack and trash cans - try the trash can by the Fishensip and the one near the salon - those two have given me fish more often than any of the others.

I will try that thank you very much! Also is there a way to raise the star quality of the fish you catch? You need a koi on silver star level for the same offering and I've only caught koi without or bronze star so far.

I haven’t dabbled much with fishing, just started since I’m in the second year, but I imagine using bait would improve the quality of catch? Or possibly the improved fishing rod if it’s available?

Bait doesn't seem to help. Some are lucky and get silver star ones early; most have to just grind. Go fishing every day until you catch one. It can be a pain.
