What triggers the fresh produce quest?

I've played halfway through summer, but I haven't received the quest from Sam. Is my save bugged? Or is it triggered by something else?

My files the letter that prompts the quality produce quest gets sent to me after I complete the initial introductory plant crops, water crops, harvest crops, visit general store quest line - there’s no other trigger for the quest that I’m aware of..
assuming all that has been completed I’d think it bugged 😭
