The fish bite rate is good, so what does bait do? It doesn't seem to attract better quality or reduce the garbage rate for me.

I've been tracking my catches with and without bait and I see nothing to show bait increases quality, reduces garbage, or attracts rarer fish than without bait. I think this might change in future updates. I can tell you that garbage consumes bait.
