Where do you see this guy? Ive cleared everything and apart from the sea turtle I have only seen a seal..?

You haven’t cleared it all, I made the same mistake too. Check out the diving map on the game wiki. It’s not just the fish you’ve missed either if you’ve only come across the seal in the lower depths:)
