Most things despawn overnight, I think. If not then, then probably the next time you load the save.
It's some of broken/not fully implemented item. It shouldn't do anything in particular.

I found a similar one when I was dusting before the QOL update. I couldn't pick it up so I left it alone, but I remember it being there for about a week in the game.
I also found it in front of Kira's house. Is there something special about this place...
