just think of it as an "invisible wall"
devs are probabbly working on that area and will add more content in the next update (next year most likely)
just a side note ... we could access that area before the current update
but the area wasnt big, when it clearly was meant to be

I was able to clean 15/20 diving sites. I cleared the last after gifting a bronze corn to the turtle. However, the action didn't clear the vines to the next area for me to clean. I believe I am at 15 meters. Anyone made it past that?

yes you can do 40 of those sites in game now. (well maybe only 39 with one later area bugged / deliberately blocked after the update)
try going left from the turtle, keep going until you see a stairs just to the bottom, then turn right /up and stay toward the right. there are probably five up there you missed, one behind another turtle here is a map if you want one
