Diving ending?

Hi! Just been playing with the new update, and was wondering if I had reached the end of the diving so far or if I have missed something. I have found ||Scarlet Town|| and dont understand what it means by retreated root / where that would be

the only way currently to finish the ocean is to activate all 41 ocean things. the root quest isnt implemented at the moment from what ive read

so once youve got all 41 things done, you're done for now

how do you know if you have completed the 41 available? I have found the fish with the plastic on its head. I found the entry to starlett underwater, not sure what else I can clean.

the wiki has multiple maps of the underwater region if you want to use them for help

those maps show the first 20. I need to know how to access the next 20. I haven't found any other areas to clean after the first 20
