What’s the difference between Seeds upgrade and Plant upgrade?

Seeds are the base crops you can access - plant, harvest within the season, withers after
Plants (fruit) are crops that unlock at higher town rank - these all regrow during their season & wither after

& additionally the fruits trees (unlock with higher town ranks) once planted never wither, but only produce fruit during designated seasons
