Do I need to “dig up” my withered crops after the season ends or are they going to grow back once the season returns and I water them?

Nope, you have to use the hoe and start again.

With an upgraded hoe you can do multiple plots at once.

yes but NO: it takes much more ingame time to correctly position and click-wait for max hoe coverage, while scythe can clear 6-8 plots per swing, and do this extremely fast
